Dubai Resilience Challenge: CoolGrid’s eligibility, requirements, and how to submit.

This page translates the publicly available Dubai Resilience Challenge Fund guidelines into a concrete submission checklist, and maps — honestly, as hypotheses — where CoolGrid Dubai could fit a research-led consortium proposal.

ELIGIBILITY CHECK

Does a CoolGrid-aligned proposal meet the published criteria?

Each criterion below is stated from the public framework, then read against how a CoolGrid-led technology partner role could satisfy it. Alignment is a hypothesis that only the live guidelines and an eligible lead institution can confirm.

Dubai research institution leads
Required
CoolGrid cannot lead. A Dubai-based university or research institution must submit and own the application; CoolGrid would join as the technology partner.
University, government & industry consortium
Preferred
CoolGrid can serve as the UAE industry / technology partner alongside a Dubai government or industry challenge owner and the research lead.
TRL 4–7 development range
Required
A bounded CoolGrid proof-of-concept advancing toward an operator-led pilot fits the stated applied-research range; the live brief sets the exact bar.
Government or industry challenge partner
Required
A Dubai government entity or UAE industry partner must define the resilience challenge; CoolGrid is not itself the challenge owner.
At least half of grant expenditure in Dubai
Required
Site, staff, and validation activity would be planned within Dubai to satisfy the local-expenditure rule.

Criterion status (Required / Preferred) reflects the publicly described framework, not a ruling on any specific proposal. Confirm the current guidelines directly with Dubai RDI.

WHAT A SUBMISSION REQUIRES

The documents, partners, and commitments a credible submission must carry.

These requirements are drawn from the published program structure. They describe what a shortlist-worthy Letter of Intent and full proposal should contain — not what CoolGrid guarantees.

Consortium & leadership

  • Eligible Dubai research institution as applicant and lead
  • Named principal investigator with relevant research capability
  • At least one Dubai government or UAE industry challenge partner
  • Defined role for the technology partner (CoolGrid)

Challenge & research design

  • A material, operator-defined cooling-resilience challenge
  • Measurable research and operational success criteria
  • TRL 4–7 development and validation plan
  • Data-readiness and access assessment

Budget & delivery

  • Phased budget within the published project ceiling
  • At least half of expenditure within Dubai
  • Milestone schedule with decision gates
  • Cybersecurity, privacy, and integration approach

Evidence & evaluation

  • Independent evaluation methodology
  • Baseline and measurement framework
  • Limitations and failure-mode disclosure
  • Scale, refine, or stop decision criteria

Document scope, page limits, and deadlines vary by cycle. Treat this as a planning checklist, not an official template. Verify against the current call before drafting.

HOW TO SUBMIT

From first conversation to a submitted proposal.

A staged route that keeps every decision behind an evidence gate. CoolGrid’s role is to support the research lead — not to submit on its own.

01

Confirm eligibility & window

Verify the current challenge brief, TRL range, deadlines, and consortium rules directly with Dubai RDI before committing effort.

Gate

Eligibility confirmed

02

Form the consortium

Recruit a Dubai research lead, a government or industry challenge owner, and a site operator; agree CoolGrid’s technical role.

03

Define the challenge

Select one cooling-resilience question, confirm data availability, and agree measurable research and operational criteria.

Gate

Challenge brief

04

Draft the Letter of Intent

The research lead submits the LOI summarising consortium, challenge, approach, and expected outcomes per the published format.

05

Shortlist & full proposal

If shortlisted, develop the full proposal with budget, milestones, evaluation plan, and CoolGrid’s technical contribution.

06

Review & award decision

Dubai RDI reviews the proposal; awards are phased across proof-of-concept and pilot implementation and validation.

COOLGRID’S ROLE

A technology partner — not the applicant or challenge owner.

CoolGrid contributes the cooling-intelligence layer that a research lead would evaluate. It does not lead the application, define the challenge alone, or guarantee outcomes.

Research lead

Dubai university or research institution

Owns the application, research design, methodology, and independent evaluation.

Challenge owner

Dubai government or UAE industry partner

Defines the resilience need, operating constraints, and decision criteria.

Site operator

Cooling or infrastructure operations team

Enables approved data access and assesses operational usability.

Technology partner

CoolGrid Dubai

Configures models, interface, and technical documentation under the research lead’s evaluation.
